“支部＋协会＋基地＋远教”四位一体党建工作模式，建立了一条山镇水源村林果种植等10个农村党员干部现代远程教育实践示范基地，在11个乡镇和上沙沃镇驼水村等9个村开展农村党员干部远程教育与农村信息化建设项目整合试点工作；确定农村和社区基层党建示范点42个，实行县委常委联系、县直对口部门帮扶制度。集中开展纪念建党89周年系列活动，激励各级基层党组织和广大党员以良好的精神状态投身于“创先争优”活动中。
二、公开承诺树标杆
我们以党组织和党员向群众承诺为抓手，通过认真定诺和分类示诺，引导基层党组织和广大党员创先进、争优秀。一是结合实际，认真定“诺”。高标准承诺，注重先进性。党组织和党员按照“五个好”和“五带头”的普遍要求，提炼基层党组织和不同岗位党员承诺的具体要求，引导基层党组织和党员建功立业、展示形象，防止降低标准，把承诺等同于一般性的工作和纪律要求。结合岗位实际，注重实效性。注重围绕单位职能任务和党员干部岗位职责，围绕推动中心工作和重点任务比贡献、创佳绩，承诺内容不贪大求多，务求切实兑现。
