深圳院：推荐方案。1、行政中心用地规模适当，硬地处理恰当，南北主轴明显；2、市民广场水景处理恰当，湖集中，用树木围起来，充分体现植物造景的规律性、韵力感；南边有水景，通过层层叠叠的树木，就克服了水火不容的矛盾；4、建筑景观布局宽松和谐，从各个角度都不会干扰视线，弱化了博物馆，强化了行政中心，突出重点，突出了行政中心；5、容积率过低；6、体育馆、体育场、游泳馆三个建筑造型各不相同，形体变化丰富，三个体育建筑较美观；7、办公楼比较现代、庄重，现代化气息比较浓。

上海现代：1、三大功能区功能明晰；2、博物馆与市民广场结合较好；3、行政中心注意了东西向的展开面，突出了行政中心在地块的统领作用，但展开面偏大；4、两块水面的设计突出了市民广场在中心区域的中心地位，也给行政中心、体育中心造了一些景，南北两大建筑会在湖中形成倒影景观，增添了景观乐趣；5、强调南北轴线的同时，景观让给了珠江源大道，让给了城市。
不足：1、三地块有点自我为政，行政中心密度很高，结合部丰满度不够；2、水面偏大，室外市民用地偏紧；3、内环的设计加大了交通路线，开口在中部，就把车辆引入主景区
