    2、"党日"活动采取集中学习培训与开展主题实践活动相结合的方法开展。集中学习培训主要对党员、预备党员和入党积极分子进行党的基本政策、基本知识、基本法规的教育培训。主题实践活动可以开展推广实用技术、民主评议党员、党支部工作述职、开展公益劳动以及其它实践活动。
    3、党员活动日程序。要严格按照重温入党誓词--组织学习--集体讨论一一开展主题实践活动的模式开展。
    4、村党支部建立《党员活动日点名册》和活动记录本。由村党支部书记选派专人负责考勤和记录。点名册要由党员亲自签到，不方便写字的老党员可由他人代笔，本人按上手印。对无故不参加学找到本人进行批评教育。连续六次以上不参加"党日"活动的党员，党支部要召开支部委员会研究讨论处理办法，并报请党委作出处理意见。"党日"活动记录要规范详细，要记全录。重要活动内容都要让每名党员签字或按手印。

（一）指导思想和目标要求
以“三个代表”重要思想和党的十六大精神为指导，以《党章》规定的党员义务、权利为依据，以巩固党的执政地位、提高党的执政能力为根本，以“提高党员素质、加强基层组织、服务人民群众、促进各项工作”为目标，紧紧围绕社会主义新农村建设和“我是党员，从我做起，向我看齐，对我监督”四句话要求，公开向广大党员和群众承诺，通过党员承诺，形成目标明确、监督严格、奖惩分明、操作规范的新型管理机制，激发和调动广大党员的工作主动性、积极性和创造性，进一步增强各党组织的凝聚力和号召力，增强党员的党员意识和党性观念，为“打造新型石化城，建设西部经济强区”提供坚强有力的组织保证。
