  “绿色学校”创建活动始于1996年。当年12月,国家环保总局、教育部、中宣部联合颁布了《全国环境宣传教育行动纲要》(1996-2010),提出创建“绿色学校”的倡议。什么是“绿色学校”?在总结经验和借鉴国外生态学校理念的基础上,我国提出了自己的“绿色学校”概念,即在实现其基本教育功能的基础上,以可持续发展思想为指导,在全面日常管理工作中纳入有益于环境的管理措施,充分利用校内外一切资源和机会,全面提高师生环境素养的学校。它以环境素养为核心,以绿色课程、绿色管理、绿色生活和绿色校园4个方面为基本领域。
