第十三条 居民向居委会举报违反计划生育行为的，居委会有义务为举报人保密。凡举报户籍育龄夫妇违反计划生育政策，经调查举报情况属实，且根据举报线索顺利处理违法生育行为的，街道卫生和人口计划生育局给予举报人300元至1000元的奖励。
第四章 居民义务
第十四条 根据《中华人民共和国人口与计划生育法》，居民有生育的权利，也有依法实行计划生育的义务。居民应与居委会签订计划生育合同书。
第十五条 居民办理结婚登记手续后，应在一个月内告知社区居委会，在限期内未告知居委会，新婚夫妇承担200元的违约责任。
第十六条 符合政策生育第一胎子女的已婚育龄夫妻，在怀孕3个月后凭医院的妊娠诊断证明到居委会办理一孩生育登记，并与居委会签订计划生育合同。
存在下列行为，承担违约金500元：
1、怀孕3个月后才登记结婚；
2不领取《计划生育服务证》；
3、不办理生育一孩登记手续就生育的。
生育第一个子女后六十天内仍未补办结婚登记手续的按规定，对夫妻双方分别按当地县(市、区)城镇居民上年人均可支配收入额为计算基数征收二倍的社会抚养费。
符合政策规定可再生育一胎子女的夫妇，夫妻双方必须共同向女方户籍地街道计生办提出生育申请，待审批后方可怀孕，未经批准怀孕的，承担500元的违约责任，并应尽快补办审批手续，生育时仍未补办审批手续的，承担1000元违约责任并由县级以上人民政府人口和计划生育行政部门按规定，对夫妻双方分别按当地县(市、区)城镇居民上年人均可支配收入额为计算基数征收百分之二社会抚养费。
第十七条 严禁选择性别的人工终止妊娠。对符合再生育规定，怀孕后无紧急情况未经县级以上人民政府人口和计划生育行政部门批准，擅自引产的，不再安排生育，再生育的按超生处理。
