三、生育证审批及管理:严格按照大署计生字〔2003〕26号(黑计生字〔2003〕15号)文件执行。采取多种方法加强婴儿出生统计,防止出生漏报。
1、审批、发放实行集体月例会审批制度。成立审批领导小组，不得少于5人（主要领导、主管领导、规划统计、政策法规、技术指导）。符合审批程序，佐证材料齐全，有审批记录。接到要求再生育申请后，应在1个月内将审批结果通知申请人。
2、再生育审批实行严格的责任制度。县级计划生育行政部门审批领导小组全体成员和经办人应在《再生育审批表》中签名。领导小组组长对审批结果负责。
3、《计划生育证》由县级计划生育行政部门统一编号。编号共七位码，第一位为城镇和农村区别码，“1”代表城镇，“2”代表农村；第二位至第三位为年度码；第四位至第七位为发放顺序码。

一、流动人口管理：
1、保证流动人口信息交换平台运行正常，成年育龄流动人口统计表每半年报一次。
2、对流动人口的服务纳入常住人口同等待遇。
二、依法行政，文明执法：
1、建立健全行政执法制度：计划生育行政执法责任制度、行政执法过错追究制度、规范性文件清理及上报备案制度、计划生育行政执法监督制度、信访工作制度。
2、每半年汇总上报《计划生育行政案件统计表》和《人口和计划生育信访统计报表》。
