对于在审判工作中发现的带有全局性的问题，我院及时向管理局有关部门提出司法建议。例如，针对审判工作中发现的管理局多个农牧场个体收奶户拖欠奶户奶资共计300余万元等普遍存在的问题，及时向管理局提出司法建议，规范奶户鲜奶出售渠道，管理局采纳了我院的司法建议，分别与完达山乳业集团等乳业经营实体签订鲜奶收购协议，由这些企业在农场设立鲜奶收购点，从而保证了奶农的奶资及时兑现，保护了奶农的利益，同时也对齐齐哈尔垦区以奶牛为主的畜牧业发展起到了积极的促进作用。针对一起刑事案件审理中发现的个别农场社保行业存在的管理漏洞，向管局社保局提出司法建议，对已经去世的参保人员工资发放加强管理，防止出现参保人员已经去世，但养老金依然领取的问题发生，收到了较好效果。

我院始终坚持开展“人民法官为人民”主题实践活动。在这些活动的开展过程中，我院始终结合工作实际来开展，制定我院具体措施。
1、建立院领导与分局各农牧场建立联系制度，实行定点上门服务。对于企业提出的问题，做到登记造册，细致审查，耐心解答。并做到事事有回音，件件有着落；
2、每季度必须到包点农牧场了解企业发展中遇到的法律问题，为企业提供细致的法律咨询服务；
3、对涉及企业的诉讼案件，分别不同情况予以处理：
一是企业作为原告的，搞好举证指导和诉讼风险的提示，在法律规定的范围内，为企业创造良好的诉讼环境。
二是企业作为被告的，要在办理送达业务时，指导企业做好应诉的准备工作，搞好反驳证据的指导，发现企业确有败诉可能的，要向企业宣传法律，促其与对方当事人和解解决纠纷，为减少企业的经济损失多做工作。
三是对困难企业作为债务人的，慎用查封、扣押、冻结等强制措施，慎用拘传、拘留措施。
四是涉及企业之间的案件，做好沟通协调工作，多做细致的调解工作，平衡各方利益，使各方当事人都满意。
