派遣期内未就业的呼和浩特地区生源、全日制普通高等院校毕业生。2009年，全市计划建立10个以上高校毕业生就业见习基地，组织1000名高校毕业生参加就业见习。
三、就业见习服务机构与职责
为保证毕业生就业见习各项工作顺利实施，市和旗县区要分别成立由人事、劳动和社会保障、财政、经委、工商局、工商联和共青团等部门组成的高校毕业生就业见习工作办公室（以下简称见习办），负责就业见习工作的组织领导、日常管理和服务工作。见习办分别设在市和旗县区人事部门。市和旗县区见习办的主要职责为：
（一）负责受理就业见习基地的设立申报和资格审核认定工作；
（二）负责就业见习基地的检查评估和奖励工作；
（三）组织就业见习岗位公益性供需交流活动；
（四）负责就业见习岗位征集、汇总、信息发布及就业见习证书的发放；
（五）负责高校毕业生生活补助中政府资助部分的发放工作；
（六）见习办职责内的具体服务事宜可委托人才中介服务机构承办。
四、就业见习基地
（一）申报建立就业见习基地的基本条件
1．呼和浩特市辖区内依法注册成立，具有一定规模和良好社会信誉的企事业单位；
2．能提供适合高校毕业生的有一定管理或技术、技能含量的见习工作岗位，其中，申报自治区级就业见习基地的一般每年能提供80个以上的见习工作岗位，申报市级就业见习基地的
