（二）符合公共利益及相关规划、计划的依据；
（三）需要的征收补偿资金匡算情况和落实方式；
（四）产权调换房屋落实方式；
（五）企事业单位补偿安置意向；
（六）项目实施计划安排；
（七）市房屋征收部门要求提报的其他有关材料。
第九条 市房屋征收部门接到房屋征收计划申请报告后，应当按照规定编制年度房屋征收计划草案，报市人民政府批准。
对组织建设部门提报的申请，市房屋征收部门在编制年度房屋征收计划草案时，应当征求项目所在地区人民政府的意见。
区人民政府应当按照年度房屋征收计划，组织实施房屋征收工作。
除市、区人民政府外，任何单位和个人不得实施房屋征收活动。
第十条 需要启动房屋征收的，区人民政府应当向市房屋征收部门申请发布房屋征收通告，经审查核实后，由市房屋征收部门发布房屋征收通告，并在征收范围内及有关媒体公示。
第十一条 房屋征收通告发布后，任何单位和个人不得在房屋征收范围内实施新建、扩建、改建房屋和改变房屋用途等不当增加补偿费用的行为；违反规定实施的，不予补偿。
市房屋征收部门应当将本条前款所列事项书面通知城乡规划、城乡建设、国土资源、工商等行政管理部门，有关行政管理部门应当停止办理相关审批等手续。停止办理相关审批等手续的期限最长不超过一年。
第十二条 房屋征收通告发布后，区房屋征收部门应当对征收范围内房屋的权属、区位、结构、用途、建筑面积以及家庭成员状况、住房保障资格、房屋使用情况等事项组织调查登记。属非住宅房屋的还应当对单位隶属关系、生产经营、设施设备、在岗职工、经济效益、征收安置意向等事项进行调查登记。
被征收人应当对调查登记予以配合。
房屋权属、用途、建筑面积等调查结果应当在征收范围内公布。
第十三条 区人民政府在作出房屋征收决定前，应当组织城乡建设、城乡规划、国土资源、住房保障和房产管理等行政管理部门，对征收范围内未经房屋登记的建筑进行认定。对认定为合法建筑的，应当给予补偿；对认定为违法建筑的，不予补偿并依法采取拆除等措施处理。
