第一章 嘉兴市概况
一、区位优势
嘉兴地处浙江省东北部，与沪、杭、苏、甬相距均在100公里左右，是长三角城市群的地理中心。嘉兴距浦东、虹桥、萧山、宁波四大国际机场车程均在1小时左右。嘉兴港距上海洋山国际深水港53海里、宁波港74海里，是浙北地区唯一的深水良港和国家一类开放口岸，港口腹地辐射浙北、上海、苏南、皖南等地区。
二、经济社会发展
嘉兴陆域面积3915平方公里，海域面积1559平方公里，现有户籍人口339万，新居民190万，下辖南湖、秀洲2个区，平湖、海宁、桐乡3个县级市和嘉善、海盐2个县。2009年，全市生产总值1918亿元，财政总收入279亿元。

嘉兴是马家浜文化的发祥地。境内马家浜文化遗址距今已有7000多年，是长江下游、太湖流域新石器时代早期文化的代表。秦时置县称由拳，三载的1800名全国名人中，嘉兴占了80余人；现有嘉兴籍“两院”院士39名。嘉兴是浙江省接轨上海扩大开放的前沿阵地。作为浙江省唯一与上海陆地接壤的城市，近年来，嘉兴主动顺应长三角一体化进程加快、区域合作日益加强的趋势，以接轨上海推进创业创新，着力打造上海的“金南翼”。目前，已有近100个国家和地区的5000多家企业落户，有26家世界500强企业在嘉兴投资。嘉兴是浙江省统筹城乡综合配套改革试点城市。2004年以来，立足城乡、区域发展相对均衡的实际，大力推行城乡一体化战略，在全省率先制定实施城乡一体化发展规划纲要。抓住被列为浙江省统筹城乡综合配套改革试点契机，全面实施以优化土地使用制度改革为核心的“十改联动”，协调推进市域规划、基础设施、社会事业、社会保障一体化。2009年，城乡居民收入分别达到24693元和12685元，∶1，农民收入增幅连续六年高于城镇居民，所辖五县（市）全部进入全国百强县。
