根据有关法律法规制定我县公共资源交易规则，负责对进入交易中心的各类公共资源交易活动的组织、管理和服务，严格按规则和程序搞好交易活动。
相关行政主管部门主要负责项目审批备案和交易形式的选择及公共资源交易过程的监督。
第四条 按照“统一平台、资源共享、管办分离、全程监督、整合流程、规范高效”的原则，建立统一开放、竞争有序、运作规范、服务到位的公共资源交易服务体系。
第五条　公共资源交易采取场内监督、职能监督、专项监督、宏观监督检查相结合的方式，形成互相制约、监督有力的招投标监管体制。
第六条　在本县范围内进行的下列公共资源交易活动，必须在交易中心进行：
（一）工程建设项目。依法必须招标的新建、改建、扩建工程建设项目（含房屋、土地开发整理、水利、电力、交通、公路、桥梁、市政、园林、信息、水业、装饰装修、消防、人防、供热、管线铺设、技改等），包括项目的设计、勘察、施工、监理、保险、以及与工程建设有关的重要设备和材料的采购等。
  （二）土地使用权交易。以招标拍卖挂牌方式出让国有土地使用权。
  （三）政府采购项目。使用财政性资金采购集中采购目录以内的或者采购限额标准以上的货物、工程和服务项目。
