　　--协调开展，互惠共赢。正确处理环境保护与经济开展和社会进步的关系，在开展中落实保护，在保护中促进开展，坚持节约开展、平安开展、清洁开展，实现可持续的科学开展。
　　--强化法治，综合治理。坚持依法行政，严格环境执法；坚持环境保护与开展综合决策，科学规划，突出预防为主的方针，从源头防治污染和生态破坏，综合运用法律、经济、技术和必要的行政手段解决环境问题。
　　--不欠新账，多还旧账。严格控制污染物排放总量；所有新建、扩建和改建工程必须符合环保要求，做到增产不增污，努力实现增产减污；积极解决历史遗留的环境问题。
　　--依靠科技，创新机制。大力开展环境科学技术，以技术创新促进环境问题的解决；建立政府、企业、社会多元化投入机制和局部污染治理设施市场化运营机制，完善环保制度，建立统一、协调、高效的环境监管体制。
　　--分类指导，突出重点。因地制宜，分区规划，统筹城乡开展，分阶段解决制约经济开展和群众反响强烈的环境问题，改善重点流域、区域、城市的环境质量。
　　〔三〕规划目标。
　　到2022年，全省重点流域和城市环境质量有所改善，农村环境质量保持稳定，主要污染物排放总量得到有效控制，重点行业污染物排放强度明显下降，根本遏制生态恶化的趋势，局部地区有所好转，环境监管能力明显提高。
