第一章 罗先经济贸易区法的根本
第一条 〔罗先经济贸易区法的使命〕
朝鲜民主主义人民共和国罗先经济贸易区法〔以下简称本法〕，为在罗先经济贸易区建立与开发和管理有关的制度与秩序，将罗先经济贸易区开展成为国际性的转运、贸易、投资、金融、旅游、效劳地区，作出奉献。
第二条 〔罗先经济贸易区的地位〕
罗先经济贸易区〔以下简称经济贸易区〕是在经济领域实施优惠政策的朝鲜民主主义人民共和国的特殊经济区。
第三条 〔产业区的建设〕
国家在经济贸易区内有方案地设立以高新技术产业、国际物流业、装备制造业、一次加工工业、轻工业、效劳业、现代农业为主的产业区。
第四条 〔投资当事人〕
世界各国的法人、个人和经济组织可以在经济贸易区内进行投资。
居住在朝鲜境外的朝鲜同胞也可以根据本法在经济贸易区进行投资。

第五条 〔提供经济活动条件的原那么〕
投资者可以在经济贸易区内设立公司，分公司，办事处等，并自由进行经济活动。
国家为投资者在土地使用、用工、纳税、市场准入等方面提供优惠的经济活动条件。
第六条 〔鼓励投资的部门和禁止或限制投资的部门〕
国家在经济贸易区特别鼓励根底设施建设部门、尖端科学技术产业、生产有国际市场竞争力产品的部门的投资。
禁止或限制对危害安、居民身体健康、健康的社会道德生活的工程，影响环境保护、动植物生长的工程，经济技术落后的工程的投资。
第七条 〔保护投资者的财产和权益的原那么〕
在经济贸易区依法保护投资者的财产、合法所得和对其赋予的权利。
国家不对投资者的财产实行国有化或征收。
由于社会公共利益需要，不得不征收或征用投资者财产时，事先通知投资者，并依照有关法律程序，及时给予充分、有效、非歧视的补偿。
第八条 〔经济贸易区经营管理的当事人、禁止对管委会工作的干预〕
