第六条 实施廉政风险预警与防范管理要按照分级管理、责权明确的原那么要求稳步推进。局办公室和监察室建立和推行预警、防控、考核、修正的循环管理机制，对廉政风险防范管理的整个实施过程进行系统管理。各股室、各单位依照本方法，结合自身实际，制定并执行廉政风险预警与防范管理工作实施细那么及相关制度。
第二章 组织机构
第七条 在局党委的统一领导下，分级建立廉政风险防范管理领导小组。领导小组作为常设兼职机构，负责廉政风险防范管理的统筹规划、分层指导、全程督察、绩效评估。
第八条 交通局廉政风险防控管理领导小组名单：
组长：王山德  副组长：周亚强 成员： 刘晓田 张松旺 李学东 李上游 高晓东。领导小组下设办公室，地点设在局监察室，主要职责是有关文件起草，具体业务指导、协调监督考核、及时收集资料、信息，为领导小组开展廉政风险预警防控工作当好参谋、助手。办公室主任刘晓田同志兼任，各二级单位要确定一名联络员，具体负责廉政风险预警防控管理工作。

第三章 廉政风险点确实定
第九条 廉政风险确实定就是要求各科室、各单位结合自身具体工作任务，根据工作岗位上腐败现象发生的特点，查找容易发生廉政风险问题的环节，确定相关廉政风险点位置和划分风险等级，明确风险责任，制定相关风险防范管理的工作方案。
第十条 根据行政权力的特性及腐败行为发生的一般特点和规律，相关根本风险点的位置是：
一、掌控行政权力，可能利用其为他人带来直接或间接、近期或分期的不当利益和好处，从中谋取私利的科室、单位及工作岗位；
二、权力较大，较灵活，有自由裁量权的科室、单位及工作岗位；
三、权力运行需要公开、需要民主决策和监察机构履行监察职责的科室、单位及工作岗位
四、没有直接拥有人、财、物的支配权，但可借助工作中的权力和时机谋取私利的科室、单位及工作岗位。
第十一条 根据确定相关根本风险点位置和反腐倡廉工作实际，依据权力的重要性、权力行使的频率、腐败现象发生的几率等因素，将单位、科室、岗位廉政风险点按三级划分。即
