一是集聚优势产业。围绕稳定粮食生产和培育特色主导产业，续建粮食生产功能区3个，核心区面积4643亩；启动新建15个重点产粮镇的粮食生产功能区，。集聚建设香榧、茶叶、食用笋为主导产业的东部山地现代农业综合区，；建设珍珠、果蔬为主导产业的北部湖畈现代农业综合区，；建设茶叶、香榧、生猪、蛋鸭、水果、竹等主导产业示范区；推进标准茶园创立，推进特色农业规模化、区域化、标准化、设施化和板块化开展。
二是集聚先进科技。坚持“两区〞建设为平台，今年重点培育科技示范户2465户，推广水稻主导品种35万亩，其中超级稻15万亩；新推广插秧机等农业机械300台套；集成应用蔬菜瓜果标准化、多样化、无公害生产、机制名茶和畜禽清洁健康养殖、动植物疫病综合防控等先进实用技术；建设一批水稻、茶叶、生猪、水果等农机化示范基地，新建喷滴灌、钢管大棚等设施农业基地1500多亩，完善提升国家级、省级种畜禽场，推动科技成果在园区内的集成推广和转化应用。
