各基层单位结合实际情况，围绕“进农村、进社区、进公共场所”组织党员开展志愿活动。具体措施如下：
1、成立党员志愿者服务队。以基层党支部为单位，吸纳有社会责任感、有奉献友爱精神，且自愿参加志愿服务活动的党员组建志愿者服务队。要根据不同行业、不同特长、不同专业技能、不同爱好等实际，组织成立服务主题鲜明、特色突出的党员志愿者服务队，并制定相关章程和制度，到民政所备案。要建立党员志愿者服务队台账，每次志愿服务要如实填写活动时间、内容、形式、参加人员等内容，认真做好活动图片、影像

2、把握好重要时间节点。开展党员志愿者服务活动要注意与“党员活动日”相结合，搭建党员参加组织活动平台。要注重与重大纪念日、假日相结合，充分利用“”学雷锋纪念日、“五四”青年节、“七一”建党节、“十一”国庆节等重要时间节点，设计开展主题鲜明、形式多样、具有管区特色的志愿服务活动。
3、打造志愿服务品牌。管区工委要结合本区实际，开展具有本区特色的党员志愿服务活动，形成品牌，不断提升服务质量和服务专业化水平。要及时总结志愿服务活动的经验做法，不断创新内容和形式，及时把行之有效的做法，用制度固定下来，形成长效机制坚持下去。
