一、可持续发展——人类社会的必由之路
可持续发展的综合定义是：满足当代人的需求，又不对后代人满足其自身需求的能力构成危害的发展。其内涵为：突出发展的主题，发展与经济增长有根本区别，发展是集社会、科技、文化、环境等多项因 素于一体的完整现象，是人类共同的和普遍的权利，发达等的不容剥夺的发展权利；发展的可持续性，人类的经济和社会的发展不能超越资源和环境的承载能力；人与人关系的公平性，当代人在发展与消费时应努力做到使后代人有同样的发展机会，同一代人中一部分人的发展不应当损害另一部分人的利益；人与自然的协调共生，人类必须建立新的道德观念和价值标准，学会尊重自然、师法自然、保护自然，与之和谐相处。
可持续发展要求经济建设和社会发展要与自然承载能力相协调。发展的同时必须保护和改善地球生态环境，保证以可持续的方式使用自然资源和环境成本，使人类的发展控制在地球承载能力之内。因此，可持续发展强调了发展是有限制的，没有限制就没有发展的持续。生态可持续发展同样强调环境保护，但不同于以往将环境保护与社会发展对立的做法，可持续发展要求通过转变发展模式，从人类发展的源头、从根本上解决环境问题。
