浅析行政事业单位国有资产管理改革的对策建议
【摘要】目前，我国行政事业性国有资产管理体制改革明显滞后，主要表达在资产配置不公、资产使用效率低下、资产流失严重等方面。问题存在的原因是缺乏应有的管理意识，完善的法制建设，合理的管理体制。事业单位应有针对性地实施相应对策，增强管理意识，健全管理体制，完善法制建设，以有效增强行政事业单位国有资产的管理，促进改革的健康开展。

一 我国行政事业单位国有资产管理存在的问题
(一)资产配置不公
由于缺乏公平合理的、有约束力的国有资产配置和定额标准，以及资产购置资金来源的多样性，目前我国行政事业单位国有资产的随意购置和重复购置现象比拟普遍，导致资产配置不公平，各行政事业单位所承当的任务与所占用的资产不合理，各单位之间的资产配备不公平。如房产、公务车等的现象在各地区、各部门十分普遍，也是目前国有资产管理中比拟突出的问题。
(二)资产使用效率低下
行政事业性国有资产是在非生产流通领域占用的、不投或不直接投入到生产经营活动中去的资产，具有配置领域非生产性、使用目的效劳性、资产使用无偿性等特点。正是由于行政事业性国有资产占用上的免费性，使许多单位完全不考虑资产的使用效率，资产低效使用的问题一直都很严重，普遍存在“重钱轻物、重购轻管〞的思想，加之受传统方案管理体制的影响，资产被人为地分割在各部门封闭式运行，而不能随事业的开展变化作相应流动，致使资产闲置与短缺并存，资金的紧张困难与低效使用同在。
〔三〕“非转经〞管理不善
利益的驱动使单位加速行政事业性资产转为经营性资产的步伐，不仅增强了单位对国有资产尽可能多的占有欲望，而且由于分散管理运作“非转经〞资产，加上体制方面的原因，在行政事业单位经费缺乏、工作人员工资收入不高、待遇偏低的情况下，存在大量的问题:一是
