：面源污染十分严重。一方面对农村环境问题的认识程度不高，另一方面农村面源污染十分严重。农村环境问题既是老问题，又是新课题。由于认识程度不深，在农村环境保护方面缺位、错位、不到位的现象比较突出。
：生态保障问题仍然十分突出。一方面生态环境承载度不高，另一方面生态环境保障十分脆弱。次级河流整治工程项目多、任务重，水环境质量改善要实现“加快、率先”突破，难度大。
（三）打好创模攻坚战，全面推进2011年环保工作
2011年是实施“十二五”生态环境保护规划开局之年，也是创建国家环境保护模范城市的决战年和攻坚年。要深入学习实践科学发展观，坚持“环境生态化”战略，紧紧围绕“1246”的工作思路，即：以争做创建国家环境保护模范城市排头兵为目标，实现环境质量改变和群众对环境满意度提升两大突破，打好次级河流整治、工业污染防治、总量减排和城乡环境综合整治四大战役，强化完善体制机制
