浅谈乡镇行政管理体制的弊端与对策
内 容 摘 要
【摘要】乡镇政府是我国行政体制设置中最低层次的一级地方政权组织,与其它地方政府相比,更多地行使管理基层地方公共事务的职能,但乡镇政府在我国整个行政管理体制改革中占有重要地位。它与广大农民群众有着广泛、直接、密切的联系,因而,成为联系和沟通群众与国家政权机关的纽带和桥梁。农业、农村和农民问题，始终是关系我国经济和社会发展全局的重大问题,它对乡镇政府的行政能力提出了新的要求。如何适应形势发展的需要,提高乡镇政府的公共管理水平,推动社会主义新农村建设,便成为当前迫切需要解决的问题。

一、乡镇行政管理体制改革的背景
我国农业税费的全面免除与新农村建设的逐步深入使得农村工作的内容发生了很大变化，对乡镇政府也提出了一系列新的挑战。
（一）农村税费改革
新农村建设中乡镇行政管理创新研究改革的基本目的是减轻农民负担，农业税费取消以后，乡镇政府从下乡催收税费这一项工作中得以解脱，但由于旧体制、机制的“惯性”作用，彻底暴露了农村许多深层次问题和矛盾。政府管理职能没有从根本上摆脱计划经济的影子，政府无所不包，无所不管；乡镇机构设置庞杂，权利重叠，职能交叉，办事效率不高。随之而来的是乡镇财政的短缺，乡镇债务无力偿还，农村公共设施建设资金匾乏。乡镇政府除了配合税费改革的需要进行乡镇综合配套改革之外，必须应对处理农村公共设施建设、偿还乡镇债务等一系列问题。
（二）社会主义新农村建设
改革开放以来，我国农业生产和农村经济获得了巨大发展，农民的温饱问题已经基本解决，我国总体上已经进入到“以工促农，以城带乡”的发展阶段，初步具备了加大对农业和农村支持保护的条件和能力。但农村社会事业、精神文明和民主政治建设等方面却相对滞后，这已经明显制约着农村经济社会的全面进步，制约着全面建设小康社会的进程。因此党中央在十六届五中全会上做出了建设社会主义新农村的重大战略举措。
