2004〕211号）研究制定云南省一定时期内的矿业权价款评估付费标准。评估付费标准的测算应根据《中介服务收费管理办法》（计价格〔1999〕2255号）考虑评估对象的基本需要工时、成本、法定税金、合理利润、项目的复杂程度及责任和风险。评估付费标准不应与评估结果的数值联动，也不能引导压价竞争。
四、矿产资源储量为中型以上规模的矿业权评估按单个项目选择评估机构，小型规模的矿业权评估项目可捆绑“打包”但原则上“打包”不应超过两个项目。
五、每批公告的评估项目不应超过五个（包），同批次中签一次的评估机构不得参与剩余项目的抽签摇号。
六、矿业权评估委托工作统一由省国土资源厅矿产资源储量处负责。
七、云南省矿业权评估委托工作自发文之日起正式实施。涉及矿业权人在发文日之前已委托评估机构并已开展了实质性评估工作的，省国土资源厅对评估报告受理时限可延至2009年11月30日止。矿业权人于发文之日后自行委托矿业权评估的，省国土资源厅将不予受理评估报告，并由省国土资源厅按程序进行重新委托评估，造成损失的由矿业权人及评估机构自行负责。
