实施的保障以及控制评估等方面对纽约规划的先进经验进行了分析,并与厦门市低碳城市规划做了比较·得出中国低碳城市
规划存在缺乏独立和有效的低碳建设管理机构,编制机构专业化程度不够,编制过程中缺乏信息公开和交流,规划目标不细,行动方
案不明确、缺乏可操作性等问题。建议成立专门的低碳城市规划与实施机构、制定低碳城市规划技术导则、建立低碳城市信息交流
网络。
