摘要
当人类步入新世纪,科技成为经济增长的主要动力。科技奖励是促进科技进
步的一种重要手段,是科技工作的重要组成部分。科技奖励是推动科技发展和人类
文明进步的重要措施。我国科技奖励经历了初创、恢复、发展、完善四个阶段,本
文介绍了我国科技奖励的历程,从古代一直到现代,着重介绍新中国成立后的我
国科技奖励,描述其特征、功能以及经验。
但近年来,由于种种原因,不少科技奖励离开了公平、公正的原则,造成了一定的
负面效应。随着社会主义市场经济的发展和科技体制改革的深化,原有国家科技奖
励制度中的一些不相适应性逐渐显露出来。科技奖励的外延不断扩大,由科技奖励
所派生出来的种种待遇也越来越多,造成科技人员片面追逐科技奖励的各种行为偏
差,形成科技奖励的负面效应。为使我国科技奖励运行机制正常运行,对我国现行科
技奖励机制进行系统的研究,找出其成效和存在的不足,具有十分重要的意义。
可持续发展作为一种科技制度对可持续发展战略的贯彻和人类困境问题的解
决具有重大意义。本文指出可持续发展作为范式和科学家的精神气质在科学知识
生产中、科学成果评价和对科学家的激励过程所起的有决定意义的作用,论述它在
社会和市场所发挥的效应,揭示它对正式科技制度所产生的影响和诱变,以及和整
个社会发生的有益互动。

ABSTRACT
Technology es the main power of economic increasing after the new century.
The scientific and technological reward is the main measure to promoting the
development of science and technology and the main part of the work of science and
technology. The scientific and technological reward is an important measure to promote
the development of science and technology and the progress of human civilization. The
scientific and technological reward of new China has roughly gone through
establishment,institutional improvement,preliminary reform and reform deepen four
stages. In this paper, author deals with the history of scientific and technological reward
from ancient times to the present with the focus on describing the reform and
development of the state scientific and technological reward after the founding of
People’s Republic of China and illustrating its characteristics and functions and
experiences.
But in recent years, some scientific and technological reward e unfair
because of species of reasons. And there are some bad pursue for the
treatments ing with the scientific and technological reward too much. So it is
very important to systematic reseach on present scientific and technological reward as
to find its problems
