城市轨道交通建设中项目业主管理的实证研究

摘要

近年来,随着经济的快速发展,我国的城市轨道交通项目建设也进入
了一个空前繁荣的新时期。但城市轨道交通项目的建设安全事故也随之增
多,设计、建设和运营管理体制落后等问题却也相伴而来。在当前的经济
形式下,如何才能优质、高效地完成轨道交通建设项目的管理工作,是以
项目业主为主的每位项目参与者都必须认真考虑的内容。
根据我国城市轨道交通建设项目的业主管理实践为主线,结合项目管
理学科和企业管理的理论,以某一个上海市轨道交通建设项目为实例,从
项目管理业主方的角度,介绍了当前城市轨道交通建设项目管理的规范做
法,讨论了在轨道交通项目管理中项目业主经常遇到的实际情况,着重分
析了新时期下城市轨道交通项目业主管理的几个关键点和管理创新之处,
提出了合同管理、接口管理和施工管理在业主管理工作中具有重要的意义。
本文的创新之处是:以具体的轨道交通建设工程实际项目建设和管理
过程为实证,以项目业主的视野,从项目管理的方法、技术和工具等多角
度对工程项目业主管理进行了阐述和研究。

EMPIRICAL RESEARCH OF OWNER’S MANAGEMENT
IN URBAN RAIL TRANSIT CONSTRUCTION

ABSTRACT

With the rapid economic development, China's urban rail transit construction projects also
will be entering a new era of unprecedented prosperity in recent years. On the other hand,
there is an increase in security incidents during the construction of urban rail transit projects,
the problems about design, construction and operation management system also followed.
How plete the rail transit construction projects quality and efficiently? It must be
considered seriously to the each participant especially for the project owner.
The paper is an application of the theory of project management and corporate
management based in the urban rail transport construction project owner’s strategy. From the
project owner’s point of view, with a real Shanghai project, it demonstrated the recent
generally accepted standards in urban rail transit construction projects management.
Moreover, all possibilities in undertaking this project prehensively discussed. After
analyzing some key points and innovative part of this study, contract management, interface
management and construction management, as the special emphasis is given to the project
owner.
