摘要
随着全球经济一体化趋势的发展和市场经济的不断完善,我国国民经济和对外贸易迅速增加,港口在经济发展中的的地位和作用正在不断提升。港口作为运输链上的一个重要环节和区域经济发展的一大助力,应做到合理配置港口资源,优化区域集疏运布局体系,完善管理信息系统,降低作业成本,以不断提高港口内部物流网络运作效率,从而快速响应现代物流发展的要求。
港口的建设是一个庞大的工程,需要足够的资金、人力、物力和时间才能够完成,因此做好港口建设前的前期规划尤为重要。
本文以港口建设前期规划的主要内容为研究对象,运用系统的观点,对港口选址、吞吐量预测、码头规模确定、堆场管理等方面进行了研究。港口设施的基本构成包括港口水域陆域两方面,港口水域包括进港航道、锚地、制动水域、港池等;港口陆域的组成则包括码头前沿作业地带、库场、铁路及辅助生产设施等部分。本文偏重于对港口陆域设施建设的研究。论文最后以某一集装箱港口的建设为例,具体讲述实际运用中的细节问题。

ABSTRACT
With the development of the global economic integrationg and market economy, our national economy and foreign trade has developed the same time,the status and function of modern port in economic development is port is an important link of transport chain and big boost to the regional economic development, port managements should configure the port resources,optimize the layout of the system of regional collection and distribution, improve the management information systems, reduce operating costs to keep the increasement of port internal workoperational efficiency and respond to the requirements of the development of modern logistics quickly.
The construction of the port is a huge project, which needs sufficient funds, manpower, affluent resources and enough time. So make a great preparation on the initial planning of port construction is particularly important.
My thesis main consists of the pre-planning of port construction and the usage of system perspective on the aspects of port site, the throughput forecast, pier determine the scale, yard management, and other aspects of the port facilities include two position ,port waters and port land.
