对我国当前推进RCEP谈判的思考
摘要
东亚系列领导人会议期间,区域全面经济伙伴关系协定(RCEP)谈判宣布启动,标志着东亚区域经济合作进入一个新的发展阶段。作为一个经济快速发展的发展中国家,推动RCEP谈判,建立良好的贸易环境,是当前中国经济对外贸易的关键。中国作为全球第二大经济体以及东亚地区最大的国家理应做出更大、更积极的贡献,发挥更加主动的作用。RCEP是应对经济全球化和区域经济一体化的发展而提出的。中国推进RCEP的谈判,努力建设“零”关税的经济贸易区,对我国对外贸易和经济的发展大有裨益,也加强了中国在东盟的地位。(用一句话说明背景)
文章基于RCEP谈判相关理论基础上,指出我国参与RCEP谈判受到与会成员国的刁难,美国TPP谈判对中国推进RCEP谈判的潜在不利影响,RCEP部分协定无视中国经济利益,东盟主导与中国“主角”之前的定位冲突,谈判时间虽然加速,但是部分谈判尚未达成一致认识;最后,针对我国当前参加RCEP谈判要奉行以往的“有礼、有节、有利”策略,中国应当从战略上警惕美国TPP谈判对RCEP谈判的潜在威胁,继续维护东盟主导地位,积极扮演主角角色,尽快就部分有争议的谈判条款达成一致,推进RCEP谈判按期完成的合理化建议

Reflections on China's current drive RCEP negotiations
Abstract
During the series of East Asian leaders meeting, the prehensive economic partnership agreement (RCEP) announced the launch of negotiations, marking the East Asian regional economic cooperation has entered a new stage of development. As a rapid economic development in developing countries, to promote the RCEP negotiations, to establish good trade environment, is the key to China economy of foreign trade. Chinese as the world's second largest economy and the largest country in East Asia should make greater contribution, more active, play a more active role.
