村委会选举中贿选现象透析
以山东省高佐村为例
摘要
作为“中国式的草根民主”,发端于20世纪80年代初期的村民自治顺应了农村改革需要,目前已成为在农村基层实行的一项基本治理制度。村委会直选作为一种崭新的竞选形式,是农村民主政治建设的一大进步。但是, 自我国推行这一制度以来, 遇到了一个既难以回避,又难以破解的热点和难点问题——贿选。这一问题的出现,既严重危害村民自治的健康发展,又严重影响农村稳定。这个难题能否破解, 不仅关系民主自治制度能否顺利推进, 而且关系社会主义新农村建设能否顺利进行。山东省高佐村是贿选存在比较典型的一个村庄,本文希望通过贿选地山东省高佐村实地进行调查研究,以得出其产生的深刻社会根源及本质原因,进行具体研究分析,从而提出切实可行的解决方案,从理论上丰富农村民主政治建设。
