Abstract: Policy-oriented agricultural insurance policy has obtained some achievements from the pilot in Gansu Province, but there are still difficulties and problems. Based on all kinds of data from government departments at all levels in Gansu Province, Gansu Branch,and the s existing in the development of policy-related agricultural insurance in Gansu Province. Through analysis of these problems, some policy suggestions and countermeasures on the development of policy-related agricultural insurance in Gansu Province are put forote the sustainable development of policy-related agricultural insurance and agricultural production in Gansu Province.

0 引言
从整个世界上农业生产的发展来看,农业保险在农业发展的过程中起到了至关重要的作用,是最为重要的非价格农业生产风险规避和防范工具。从农业保险制度上看,政策性农业保险是绝大多数国家选择的农业生产风险规避和防范方式,也是最适合我国及甘肃省农业保险的一项农业保险体制。自2004年以来,我国农业保险基本上是采取政策性补贴方式运行的,主要就是政府提供补贴资金,通过商业保险公司具体运作,实行政府和市场这“两只手”共同操控,充分形成了农业保险“政府引导,市场运作”的特征。从甘肃省政策性农业保险的发展实践看,政府对农业保险不仅提供资金的支持,也会制定相关的法律和规章制度保证政策性农业保险的顺利实施,保证政策性农业保险比一般商业性农业保险更能有效推动农业生产的稳定和发展,提高政府补贴农业生产资金的利用效率。
文章采用的数据主要来自于《甘肃发展年鉴(2015)》、甘肃省保监局、甘肃省农牧厅、甘肃省财政厅和甘肃省气象局,鉴于笔者在人保财险甘肃省分公司农险部工作,人保财险甘肃分公司农保部获取了自2007年以来甘肃省政策性农业保险在运营过程中的一些数据资料,再加上在工作过程中对政策性农业保险的勘查定损和理赔工作,通过与乡、村、社干部等知情人访谈和实地调查,获取了农户对保障水平、投保费和保险方式等政策性农业保险保险产品的信息资料。基于上述数据资料和信息,本文就甘肃省政策性农业保险在制度设计和实践操作中存在的问题进行分析,并通过分析提出了
