从2025年年初第二次机构改革到现在,我局面临着人员少、素质参差不齐、工作量大的困境,尤其是在各种改革和配套措施还没有完全到位的情况下,如何认识领导方式和领导艺术,做好环境保护工作,就显得特别重要。通过学习,自己感觉在理论上有了一定进步,本文就如何认识领导方式、领导艺术及提高管理水平等方面做一探讨,以利于开展今后的工作。
一、什么是领导、领导方式、领导艺术及其特点
1、领导的内含是权、责、效劳三者的统一。权是领导的标志,它包括人权、财权、事权。责是职责和责任。效劳是领导更深层次的本质,运用权力,帮助下属解决问题,推开工作。它的结构内容是领导、领导者、环境和领导手段的统一。要充分运用领导方法、手段、政策、法律很重要。
2、领导方式:①以领导者的权力范围和被领导者活动的自由度为标准,领导方式可分为:专制、民主、放任三种。②以领导者和被领导者关系的侧重不同可分为:体谅式、任务体谅兼备式。③以领导者和被领导者沟通的方式可分为:命令式和协商式。
3、领导艺术:领导艺术的本质是:建立在科学知识和实践经验根底上,充分发挥主观能动性,所能到达的方法和技能。
①领导艺术具有综合性,它是经验、知识的综合表达。领导艺术又具有非程序性,要因人、因地、因时的运用领导艺术,也就是具体和客观相结合的运用领导艺术。领导艺术也具有创造性,要针对新情况,提出新方法。

二、领导者本身要具备较好的素质
现代管理中的领导工作,需要科学的理论和方法和领导艺术,而领导者具备的“德、才、识〞,是开展好工作的前提条件。
1、把工作视为艺术,取得业绩
领导工作的特点,可以用一句话来概括:即简单,又复杂。对于善于领导别人的人来说,它是一件十分简单的事情;对于那些不善于领导别人的人来说,它又是一件十分复杂的事情。要善于发挥自己的优点和长处,同时发挥下属的优点和长处,进而把自己负责的科室的优点和长处也充分发挥出来。要向具备这种能力的人学习,争做“善于领导别人〞的人。具体应从以下几方面去做。
①身为领导者要具备较为长远的见识,永不满足于现状,不断向新的目标迈进。这既是对领导者自身的催促和鼓励,也是促使下属和自己一道共同发奋向上的有效手段。
②应该善于挑选那些赞成、支持他们所确定的方向,又能发挥自己积极性的同事。即要善于团结下属,让下属更加努力、刻苦地工作。

③要具备创造精神,赋予下属力量,鼓励下属实干的条件的能力。
④要善于向每一位下属分配适当的工作。让下属“八仙过海,各显其能〞,做到人尽其材,才尽其用。
2、信任是根底
要充分信任下属,放手让其大胆地工作,发挥主观能动性。这里关键在于信任,人在受到信赖的时候,都会产生快乐和满足的感觉,能诱发出全力以赴的工作心情。反过来,只有真正信赖下属的领导,才能受到绝大多数下属诚心诚意的信赖。因此,做为领导者,当你面对下属的时候,理应树立信赖他们的观念,以自己的诚心和人格魅力影响下属、打动下属,与下属产生心灵上的共鸣。
此外,一个合格的领导者还应具备:①高度的正义感;②责任感;③工作能力;④良好的人际关系等。
三、运用领导协调艺术,提高管理水平
管理的本质是协调,协调的目的是有效的领导,也就是协调人和 事物,使其发挥最正确效益。这其中人是第一位的。只有充分认识人,用好人,再与事物相结合,才能实现上述目地。
1、识人所长,知人所短
识人要全,知人要细,为的是识人所长。识人的目地是用人,因此,着眼点就应放在一个人的长处上,注意力应集中在一个人的优点上。事实上,人各有所长,亦各有所短,只要能扬长避短,属下便无不可用之人。所以,领导者的识人、用人之道,关键在于先看其长,后看其短。先看一个人的长处,就能使其充分施展才能,实现他的价值;假设先看一个人的短处,长处和优势就容易被淹没和无视。看人应首先看他能胜任什么工作,而不应千方百计挑其毛病。在用人所长的同时,也要知其所短。短处包括两个方面:一是人本身素质中的不擅长之处;二是人所犯的某些过失。一方面越有才能的人,其缺陷也往往暴露得越明显。有才干的人往往持才自傲;有魄力的人容易不拘常规;谦和的人多有胆小怕事等。另一方面,错误和过失是人所难免的,对有能力的下属的小错误要宽容。

2、分门别类用人
对待不同的下属,不同的条件,要区别对待,充分发挥他们的优势。对有能力、有经验、有头脑的下属,可以采取以目标管理为主的方式。在目标任务一定情况下,尽量让他自己选择措施、方法和手段,自己控制自己的行为过程。还可适当扩大他们的自主权,给予盘旋的余地和发挥的空间。对能力较弱、经验较少、关系不多的下属,采取以过程管理为主的方式。用规程、制度、纪律等控制他的行为过程;或用传、帮、带的方式,使其逐渐积累经验,提高能力。
综上所述,因环境的不同而采用不同的领导方法。即:不同的领导者、不同的被领导者、不同的领导环境,决定了领导方式的不同,要根据任务、对象、条件选择适时、适地的领导方法、方式,在领导者具备较高素质的前提下用好人 ,才能将多种多样的方法、方式上升为领导艺术,才能提高管理水平,取得工作的成功。
