Management level has become the key factor for construction company’s development and survivor. While, quality， time and cost management and control serves as the key elements。 Combined with the real situation， this paper develops detailed plans for the construction of National Human Resource Administration's office building in Hepingli 1-2 district， Beijing. Knowledge of time control is applied in this paper to schedule the project from the start of the work to the final completion and delivery of the project from the perspective of project managers。 Bar chart and net work planning are also conducted in this paper to develop and analyze the schedule of the project， detailed time assurance plans are carried out。 In respect of quality and safety， I developed specific measures in accordance with the general and key problems in construction management， established management system to make sure that they can be well assured。 Key words construction project management schedule plan quality plan; cost plan
