低空空域的开发对我国通用航空的影响分析

摘要
随着我国航空事业的高速发展,通用航空事业发展的缓慢引起了国内外专家的注意,特别是我国中低空空域的限制使用大大阻碍了通用航空的发展。胡民华教授提出了空域灵活使用方法对我国空域进行改革;天津民航大学的中国通用航空发展研究课题组提出适合我国使用的中低空空域改革方案。本文针对空域灵活使用方法和中低空空域改革方案进行研究,使用模糊评价法,建立一个关于两种方案的对比模型,该模型从我方面、空域使用方面考虑,综合讨论这两种方案在我国使用的可行性和各自的优点,最后本文由此模型给出结合这两种方案优点的适用于我国国情的最佳空域使用方法。

Abstract
As china's aviation the rapid development of general aviation business development is slow to the attention of experts, especially in the country of the airspace constraints low airspace use has greatly hindered the development of general aviation. HuMinhua the professor advanced a round-the-clock flexible use of methods to reform our airspace ; tianjin university of civil aviation of china's general aviation development study for our use of the proposed low airspace of the reform plan. This flexible use of methods for airspace and territorial airspace low airspacethe reform proposals for research and evaluation of law and to establish a vague about two model programmes contrast, the models from our national conditions, the level of technology and airspace use things considered, prehensive discussion of the two proposals in our use of the feasibility and the respective merits, the final text of the model gives bination of the two advantage of the scheme is applicable to our national airspace of the best way to use.
