加快人才梯队建设,增强应对突发公共卫生事件的能力
Abstract
Construction of talents was the key topic in coping with sudden public health paper analysed that at present the human resources was confronted with a number of problems,including lack of the workers,lack of high-quality public health workers,unstable of public health team,traditional education, series measures were used in order to upgrade the speciality education level of public health workers and improve the ability of dealing with sudden public health a result,the structure,education level and professional title of the public health workers in CDC of the district level seems more continual education essful. Key words talents;construction;sudden public health events摘要:人才梯队建设是应对突发公共卫生事件的重要保障。本文分析了目前公共卫生人员的不足之处:人手不足、水平不高、队伍不稳定、传统教育等。为进一步加强公共卫生人才梯队建设,提高他们应对突发公共卫生事件的能力,我们采取了一系列措施,使本中心公共卫生专业人员的学历、职称结构显著改善,人才建设成效显著。

20世纪90年代以来,美国从国家安全的高度防备潜在的生物、化学和放射性物质的恐怖袭击,投入了大量的资金建设和完善突发公共卫生事件应对体系[1]。在我国,公共卫生领域突发事件时有发生,1988年上海由毛蚶引起的甲肝流行,据当时不完全统计,;2003年初春的SARS流行,全球经济增长减少2%左右。随着改革开放的深入,性病等传染病死灰复燃,又出现SARS、禽流感、艾滋病等新的传染病,水污染、油污染、氯气泄露、放射源丢失等公共卫生突发事件时有发生,在总结经验与教训的同时,如何加快人才梯队建设,增强应对突发事件的能力,促进经济与社会协调发展,日益引起政府和职能部门的重视。
1存在的主要问题
:(1)受人员编制不足、人事制度等因素的影响,人才引进数量受限制;(2)人才队伍不稳定,部分专业人才流失较多;(3)人员年龄、职称、学历等结构不尽合理,在十一五期间,近25%人员面临退休,到十二五期间,更有50%人员面临退休,对人员的引进数量提出更多的要求。
