论我国保障性住房建设与房地产市场化关系分析
摘要
保障性住房是指政府为中低收入住房困难家庭所提供的限定标准、限定价格或租金的住房。保障性住房由经济适用住房,廉租房,公共租赁房,以及定向安置房等构成。它有别于完全由市场形成价格的商品房,是与商品性住房相对应的一个概念。
自2008年底,国务院下发了《国务院办公厅关于促进房地产市场健康发展的若干意见》以来,我国加大保障性住房建设力度,进一步改善了人民群众的居住条件。为促进房地产市场健康发展,该意见成为了中央政府进一步加强民生建设的重要举措。
保障性住房建设的社会意义非同小可。保障性住房能够改善城市低收入居民的居住条件这一重要的民生问题。因此,它对于改善民生、促进社会和谐稳定具有重要意义。不仅如此,加快建设保障性安居工程,对相关产业具有很强的带动效应,同时,还为今后扩大消费创造了有利条件。
本文将通过对我国当前国家政策及经济环境下,建立市场配置和政府保障相结合的住房制度,符合国情的住房体制机制和政策体系,这些要点作出分析,进一步结合探究保障性住房建设以及房地产市场化的现状,作整体考察,并取出几个国外典型案例分别进行比较,研究分析当前环境下我国保障性住房建设与房地产市场化的关系,讨论如何正确地立足保障基本需求、引导合理消费,应对我国的房地产市场现状,构建以政府为主提供基本保障、以市场为主满足多层次需求的住房供应体系,逐步形成总量基本平衡、结构基本合理、房价与消费能力基本适应的住房供需格局,向着实现广大群众住有所居的目标迈进,从而使房地产行业归于健康的发展轨道。

ANALYZING THE REALATIONS BETWEEN CONSTRUCTION OF CHINESE AFFORDABLE HOUSING AND REAL ESTATE MARKETIZATION
ABSTRACT
Affordable housing is provided by the government for low and middle e housing for needy families qualified standard limit price or rental housing. Affordable housing includes affordable housing, low-rent housing, public rental housing, as well as directed resettlement housing, etc. It is different mercial housing which is fully formed by the market price. It is the modity housing concept.
Since the end of 2008, the State Council issued the "Circular of the General Office of the State Council to promote the healthy development of the real estate market", Chinese government has increased the efforts to constructing affordable housing, thus further improving the living conditions of the masses. In order to promote the healthy development of the real estate market, the opinion has e an important measure of the central government to further strengthen the people's livelihood construction.
