地缘政治学概念的产生要追溯至 19 世纪末 20 世纪初,由西方地缘经济学者
最早提出了该概念。地缘经济学的提出与发展同地缘政治学有着密不可分之关
系。随着冷战结束以及经济发展成为越来越多国家的主要目标,世界形势总体趋
暖,世界呈现出以和平和经济发展为主基调,通过谈判、协商来处理两国或多国
之间矛盾的乐观态势。在这样的时代背景下,地缘经济学成为了继地缘政治学之
后影响国际关系的又一重要实用理论。
作为当前世界上最大的发展中国家,中国在走出属于自己而不同于其他国家
的经济发展之路上收获了丰富的经验,备受世人瞩目。中国在处理地缘经济问题
时同样也不应该直接参照西方地缘经济理论,应该探寻并总结出适合中国自身利
益与形象的新型地缘经济理论。随着亚洲经济地位的不断提高,作为世界第二大
经济体的中国自然也越来越多的关注。中国经济给世界经济格局带来的冲击和改
变成为一些国家的机遇,同样也会成为一些国家的挑战。
中国在面临这样的复杂地缘经济环境挑战过程中,从国内、区域内部和全球
层面制定了不同的经济政策。如“自贸区”建设发展,“一带一路”与“亚投行”
的互动与促进等。这些战略决策的提出为中国未来地缘经济环境的改善并寻求中
国主导下的地缘经济新环境勾勒出了宏伟的蓝图。如何利用当前中国经济腾飞的
良好时机,克服经济增速放缓的困难,找到经济新增长点,统筹衡,有利于中国周边区域内国家消除他们之间原有的政治障碍,利用经济合作
带来的强大外溢效应,促进中国主导的地缘经济体系形成,都是当前中国领导决
策层将要去解决的问题,也是中国能否在不远的将来从经济大国向经济强国的关
键转变的关键所在。
