In the American federalist system, citizens are usually subject to three levels of government, federal, state, and local. 3 General Principles The form of government is based on 3 main principles: federalism, the separation of powers, respect for the Constitution & the rule of law. 4 The Constitution A federal union of 50 states The Constitution follows two principles: Federal system Separation of powers 5 The Constitution Federal System The 50 states have the right to self-government.
