【摘要】全国公安第二十次会议明确提出:"发扬专门工作与群众路线相结合的传统,大力加强警察公共关系建设。"警察是国家重要执法主体之一,其性质、职责和任务的重要性和特殊性,以及其警务的活动和警察的形象,直接关系着党和政府的形象,警民关系也已成为广大公众关注的热点和焦点。特别是当前我国正处于人民内部矛盾凸显,刑事犯罪高发,敌对斗争复杂的时期,又是公安工作的转型时期,公安工作将面临着新的机遇和挑战。因此认真研究警察公共关系,大力加强警察公共关系建设,确保警民关系的和谐,建好公安工作的群众基础,对推进新时期公安工作和队伍建设,比以往任何时候都更为重要、更为迫切。

The police is one of the national important subject of law enforcement. the character ,the responsibilities and the important and specifical tasks, and the policing activities and the image of police, are directly related to the image of the party and the government. the relationship between the polices and the people has e the focus of the public’s attention .
