摘要
根据煤炭供应市场的变化,为适应煤炭的供应及配煤发展的需要,江苏省国信资产管理集团有限公司、河北港口集团有限公司、靖江港口发展有限公司拟合作组建公司在江苏国信靖江发电厂西侧建设秦港煤炭物流靖江基地。
该项目以承担靖江发电厂和江苏省的煤炭储运为主,同时提供筛分、配煤、煤炭交易等服务,该项目建成后,将成为构建江苏省能源安全的一个重大措施。不仅能对靖江发电有限公司的煤炭需求提供强有力的支撑,还能为长江中下游沿江电厂及本地化工企业、建材企业的需求提供条件,并承担安徽、苏北、苏南等周边地区的中转运输任务,对缓解当前的电煤运输危机具有重大的现实意义;同时也为河北港口集团有限公司跨港跨省发展提供了一个重要的支撑点。
本文运用政治经济学、发展经济学、工程经济学、项目管理学等作为理论基础和分析工具,采用了全过程与各要素、静态与动态、定性分析与定量分析、理论研究与实证相结合、科学运算与经验总结相结合的研究方法。注意项目开展的每个环节的研究与比较,注意项目实施过程中每个要素的关注,关注项目整个生命周期的变化,强调全员参与的理念,结合文献研究法、调查研究法、比较法、案例分析法,并对秦港煤炭物流基地项目进行必要的调研、搜集资料,进行实证研究。

Abstract
