尊敬的张杰辉副省长、沙曼德•普瑞秘书长,各位来宾,女士们、先生们、朋友们:大家好!

在这寒梅怒放、但却暖意浓浓的时节,我们非常高兴地迎来了来自国内外的各位专家、学者、教授和朋友们,来到美丽的石家庄,共同探讨区域地下水资源管理问题。值此,我谨代表中华人民共和国国土资源部和(中国地质调查局)对由联合国粮食及农业组织、联合国教科文组织、世界银行和国际水文计划发起的,由全球环境基金赞助的“UNESCO-IHP区域地下水管理咨询研讨会”的胜利召开表示热烈的祝贺!向参会的嘉宾、代表和朋友们表示热忱的欢迎和最诚挚的问候!
In this season when this city offers its unique winter scenery, it’s a great privilege for us to have all of you here for this great event. On behalf of Ministry of Land and Resources of People’s Republic of China and China Geological Survey, I’d like to extend my warmest e to all of you present here and convey my sincere congratulations on the grand opening of the fourth regional consultation which is initiated by Food and anization of the United Nations (FAO), the United Nations Educational, Scientific and anization (UNESCO), the World Bank and the International Hydrological Association (IAH), funded by the Global Environment Facility (GEF).
地下水资源是保障经济社会发展和民生安居的重要水源之一,其合理开发利用与管理受到广泛重视。全世界的地下水资源总量是比较丰富的,,是目前全世界地下水使用量的3倍。从世界范围看,地下水资源的开发利用仍具有一定的潜力,但从区域分布来看,很不平衡,一些地区由于长期采取不适宜的开发方式,已造成地下水严重超采、生态环境退化和耕地荒漠化或土地盐渍化,地下水污染问题也日趋严重,尽管已引起人们的重视,
