灭火救援协同作战研究
摘要
伴随改革开放和我国经济的迅猛发展,城市化、工业化进程不断加快,各类灾害事故发生频繁,危害程度以及抢险救援的难度越来越大。建立灾害处置快速反应机制,实现灭火救援资源的共享,实行协同作战是新形势下扑救重、特大火灾和处置各类灾害事故的客观需要,也是充分发挥消防部队多功能化,夺取灭火救援胜利的必要措施,是消防部队当前面临的改革与发展的趋势,是社会赋予的责任,人民赋予的任务。本文深入分析了研究协同作战定义、特点、指导思想及意义,指出了研究协同作战的有效性和必要性;科学地构建出协同作战的形成模式;确立组织机构及其各机构的职责;并用实例来证明研究协同作战的可操作性。通过对消防部队救援协同作战的研究,明确现场参战力量的职责分工,保证灭火救援作战现场组织指挥程序和方法的有效落实,使协同作战在效果上具有“整体大于部分之和”的功能,放大效应;给协调作战指挥人员提供一个较优的辅助方案,从而大大提高协同作战中的资源利用率,缩短协同作战总使命的完成时间,保证了灭火救援现场处置地快速、有序、有效,最大程度地增强消防部队灭火救援的效能。同时也能够为消防部队大型灭火救援演练与实战的组织指挥提供参考,提高指挥员决策效率和部队灭火救援协同作战能力。

Abstract
With the reform and opening up and the rapid economic development of our country the process of urbanization and industrialization accelerated, disasters occurs frequently, so it is difficult and dangerous to rescue accidents more and more. To establish rapid response mechanism for disaster disposal, and achieve the sharing between fire-fighting and rescue resources and to carry out coordinated tactics are the requirement of fire fighting. Fire disasters with large loss and disposing of various types of accidents under the new situation, the requisite measures to win the fire-fighting and to bring fire service’ multi-function into full play, current trend of reform and development that fire force is facing and are responsibility munity vested for us. It is studied characteristics and significance of the guiding ideology on the basis of the definition of tactical coordination. The paper points out the validity and the necessity of collaboration; gives the formation of collaborative tactical steps; anization and its responsibilities and proves the operability of tactical coordination with examples after the research on the rescuing tactical coordination.
