摘要
关于“教育优先发展”的含义,古今中外的学者对此有不同的看法和认识,有的学
者倾向于经济方面而言,局限于经济层面;有的学者从国家、政府及战略层面上着眼;
有的则从教育功能上来论述;有的从教育客观属性上加以肯定教育超前的必然性;有的
从教育发展限度方面加以论述。从某种意义上说,目前对于“教育优先发展”的含义还
未达成共识,都各有自己的理解倾向,针对这种情况,本文旨在对“教育优先发展”的
含义将做一番综合概括。
至于为什么要教育优先发展,则需要从理论和现实的结合上对“教育优先发展”理
论的依据进行探析。从内在依据上来看,教育自有其特殊的规律和特点,教育毕竟是社
会大系统中的一个子系统,它必然受到外部诸多因素的影响和制约。从外在依据来看,
教育与人类历史、社会发展息息相关,而且是正相关关系。本文旨在通过对教育优先发
展的依据分析,以此来论证教育优先发展并不是单一的相对于政治或经济等方面而言,
它与其他社会子系统有诸多联系。
在如何教育优先发展的这个问题上,各国在实践上都采取了一定的政策及措施,可
见,教育优先发展得到世界各国的认同和重视。但由于种种原因,各个进度不一样,教育优先发展在发达国家、发展中国家和不发达国家形成了强大的反差。
所以,从现实角度出发,教育优先发展要遵循适度性和侧重性的原则。

Abstract
Education development priority that the ancient and modern scholars have different
views and understanding. Some scholars discuss it from country, government, strategic
stratification plane and economical layout ; and Some elaborat it from the education function.,
the education receives restriction of the political, the economical, the cultural, the
technical and so on.,simultaneously it has the promoter action; Some discuss it from
objective attribute of education to affirm the inevitability of the Education development
priority; Some elaborate it from the limitation of the educational development. In a sense, the
present to “give priority to the development of education” has not yet reached a consensus on
the meaning, all have their own understanding of the tendency for this situation. The aims for
this section will do prehensive summary on the “education development
priority”.
Why need education development priority , it analyzed the bases of priority on the
development of educational theory ,the Basis from internal point of view, education has its
own special rules and characteristics, education is a major social system of a subsystem, it
will be subject to the influence of external factors and constraints. The Basis from the external
