摘 要
随着我国外经贸事业的发展,中国与俄罗斯的经贸合作问题已成为当今我国对外开放工作的重大问题。在世界政治经济格局复杂多变的形势下,无论对中国、还是对俄罗斯,深入发展双边经贸合作在维护两国国家安全,保持两国社会稳定和经济发展方面,都具有不可替代的战略意义。进入 21 世纪以来,中俄两国虽然从还很有限。
本文首先介绍了中俄两国经贸合作的大背景,进而从对俄贸易和对俄经济技术合作两个角度深入调查了黑龙江省与俄罗斯经贸合作的发展现状,对黑龙江省从事对俄经贸的贸易主体、商品结构、对俄出口商品来源情况、贸易方式、合作区域及对俄承包工程、劳务合作和在俄企业等情况进行了统计分析,同时阐述了俄罗斯经贸背景概况,归纳出黑龙江省对俄经贸合作面临的问题,分析并指明导致双方经贸合作现状的各种有利条件和不利因素,明晰了下一阶段黑龙江省开展对俄经贸合作的工作目标和重点合作方向,对认识和了解黑龙江省与俄罗斯的经贸合作情况,进一步研究、制定有利于扩大双边合作的经贸政策是十分必要的。论文针对黑龙江省对俄经贸合作中存在的问题,运用公共管理学知识,提出了扩大黑龙江省对俄经贸合作、提升双方合作水平的政策建议和改进措施。

Abstract
The trade and economic cooperation between China and Russia has dominated over opening up to the outside world of the country during the developing process of foreign trade and economic relations. In the context plex and uncertain world economic and political structure, in-depth development of bilateral cooperation in trade and economy both for China and Russia is of irreplaceable strategic significance in national security, social stability and economic development. Since 21st century, the frequent high-profile exchanges have contrasted the restricted level of bilateral cooperation in foreign trade and economy.
The essay is essential to have a full understanding of trade and economic cooperation between China and Russia and further studying and making up policies to expand bilateral cooperation since the essay gives an overall picture in this regard followed by researching on current cooperation situation in two respects of trade and economic and techn
