摘要:行政管理体制改革是深化改革的重要环节。在完善社会主义市场经济体制的背景下,加快行政管理体制改革,建立服务型政府,是深化经济体制改革的关键,对于深入贯彻落实科学发展观、促进经济又好又快发展具有重要意义。首先要清楚政府职能的定位,把政府职能限定在社会主义市场经济的需要范围之内,限定在实现公共利益的范围之内,限定在实现社会公平的范围之内。本文根据职能定位提出政府经济职能的合理转变,并对如何进行转变提出相应的对策措施。

Abstract
Under the condition of improving Socialist Market Economic System, speeding up the reform of the administrative system, and establishing a service-oriented government, are the key to deepening economic system reform, and have great significance for deeply implementing the Scientific Outlook on Development and promoting the economic good&fast development.
Building a service-oriented government, we must first clear the position of government functions, the government limited to within the scope of the Socialist Market Economy, the public interest, the need for social justice and make it "in order to selective." Government functions must change from "almighty government" to "limited government", from "self-centred" to "customer-centred," from "off-line government" to "e-government," from "control" to "service ".
In order to transform government functions, we must: establish a people-oriented concept, enhance service awareness; form a rational administration system; give the economic functions a accurate position; accelerate the separation of government and enterprises, the government and the market, the government and the market anizations; open administration; Streamline and standardize the various sectors of the economy, increase the examination and approval system reform efforts; building the rule of law.
