摘要:
国内许多开发区为了实现“二次创业”,近年来纷纷与行政区相互融合,这既与开发区自身发
展特点有关,也与其外部压力有一定联系。这种融合对开发区而言有利有弊,尤其是融合后的
管理体制行政化过早促使开发区“历史的终结”。如何在与行政区融合时尽量保留开发区既有
管理体制优势,成为开发区管理者必须考虑的问题。

Abstract: In order to achieve the goal of “Second Venture”, some development zones in China have been
integrated with administrative region in recent years. The integration is related to the characteristics of
development zones themselves, but also the external pressure. And the integration has advantages and
disadvantages. The visible disadvantage is the premature recession of development zone. So, the managers
should take some measures to preserve the existing institutional advantages of the development zone during
the integration with the administrative region.

近年来, 随着开发区政策的“普
惠化”,加上内外资企业所得税的统一,
开发区原有的体制优势和政策优惠进
一步弱化,开发区与区外地区间的招商
引资竞争日趋激烈。许多开发区为了实
现“二次创业”,在极力扩大开发面积
的同时(简称“扩容”),纷纷走出“孤岛”
状态( 所谓“孤岛”,是指国内开发区在
设立之初为了避免外界的行政干预,多
采取封闭管理、独立运行的特殊政策),
促使自己与所在或相邻行政区融合,以
期共生发展。这种融合主要有两种形
式:一是,开发区与所在或者相邻的行
政区合二为一,即将两者的区划、行政
职能、经济开发职能以及管理机构和人
