In the domain of Urban Planning, the traditional physical planning induces “social benefits” in nothingness for a long time. The abrupt appearance of social problem in reform period and the essence in urban planning of protecting public advantage all press for transformation in urban planning. After more than one hundred years western neoteric & modern urban planning has changed from purely technical means exceeding values to adult public administration function and public policy.
