邮储银行小额贷款利率定价模式研究

摘要

2007 年初中国邮政储蓄银行正式挂牌成立,开始按照商业化模式运作,
2007 年 6 月 22 日,中国邮政储蓄银行小额贷款业务在河南正式启动。由此,
中国邮政储蓄银行小额贷款业务试点工作拉开帷幕。邮政储蓄小额贷款业务是
中国邮政储蓄银行面向微小企业和农户推出的期限短、金额小的贷款产品。
贷款利率定价问题一直是我国商业银行有待解决的问题,而作为刚成立不
久的邮储银行核心业务的小额贷款,其利率定价问题显得尤为突出。邮政储蓄
银行小额贷款业务的定位是服务“三农”、中小企业和微小企业,服务对象是广
大弱势群体,他们从事的行业利润率低。利率定价高,会加大成本,利率定价
低,小额贷款成本高,无法覆盖成本。因此,如何在两者之间做合理选择,既
保证服务“三农”的初衷,又保证邮储银行有合理的利润,探讨建立邮储银行
合理定价模式就显得尤为迫切。因此,论文在前人研究成果的基础上,首先阐
述了常见的小额贷款利率定价模式,对邮储银行小额贷款理论基础及发展现状
进行了详细地阐述,深入分析了邮储银行小额贷款利率定价水平的选择及存在
的问题,给出邮储银行小额贷款利率定价模式选择,并提出完善邮储银行小额
贷款定价体系的建议。

Research on Model of Small Loans Interest Rate Pricing for
Postal Savings Bank

Abstract

Small loans, refers to a kind of loans which relatively have short tern and
small amount lending mercial banks to SME and Natural who will be
engaging in business and so on. It mainly provides financial services of small
amount for customers those who have been excluded from the formal financial
system. Postal Savings Bank of China was formally established in early 2007 and
began operating according mercial model. In June 22nd, 2007, the small loan
business of Postal Savings Bank was officially launched in Henan. Thus, the pilot
of the small loan business of Postal Savings Bank had began. The small loan
business of Postal Savings Bank is a kind of loans which were intend to introduce
to Farmers and merchants.
Pricing of lending rates mercial banks in China has been the problem
to be solved, but as a newly bank, the core business of Postal Savings Bank is small
loans and the interest rate pricing is particularly prominent. The marketization of
