摘要
宽带是当前通信网络的主要发展趋势之一,随着电信运营商综合业务发展战略的推
进,光缆网已经成为网络建设和争夺用户的关键。因此,对光缆网进行科学规划,优化结
构,调整覆盖方式和范围,使其达到技术先进、网络容量大、适应综合业务、投资效益高
已经成为当务之急。传统光缆网的规划工作主要是工程实践积累的经验方法,缺乏理论依
据支撑。论文结合无锡电信实际工程研究了光网络的规划技术,通过理论分析和研究,给
出了基于层次分析方法的光缆网规划策略,并在实际的光缆网规划中加以应用。
论文首先介绍了通信网和光缆网的发展现状以及光缆网规划的内容和意义;而后从光
缆网存在的问题入手,提出了光缆网规划的一般依据、原则、主要方法和工具。论文重点
研究了光网络规划策略,分析并给出了通信局点选址和光纤选型方案。论文引入层次分析
法对光缆网规划策略进行了深入分析,通过 Java 语言编程实现了算法并计算得出了光缆网
规划结果。论文结合无锡电信网络规划依据和总体要求,对无锡电信光缆网进行了系统全
面的现状分析和需求分析,给出了无锡电信光缆网规划思路以及无锡江阴地区的具体规划
方案。

Abstract
Broadband was one of primary developing trends work. With the
implementation and development of integrated service strategy in carriers, the optical
work has been ing the key of fundemental work infrastructure.
Therefore, it is widely accepted as top priority to design and build an optical work
which has advanced technology, high capacity, easily adapted to integrated service and high
investment e ratio, etc. Traditional optimized methods for optical works mainly
come from the collective practical experience which is lacked of theory support. In consideration
of theoretical analysis and actual project in Wuxi , this thesis provided AHP based optical
cable optimization strategy and its application in optical cable planning and optimization.
Firstly, this thesis presented a brief introdcution of the current development status both of
work and optical work, network planning contents and significances,
respectively. Then the general principles and rules of optical work planning are
presented along with the introduction of major planning methods and tools. This thesis
researched optical work planning strategy and provided the localization scheme of
coummunication bureau and selecyin of optical fibers. The Analytical Hierarchy Process method
fot optical work planning strategy is proposed and realized by Java program language.
