【中文摘要】在现代管理中,人力资源管理日益成为企业的一项战略性工作,赢得了人
才就赢得了企业持续发展的后劲。本文以建筑企业为出发点,从建筑企业自身具备的特殊工作
性质来概述人力资源开发与管理工作的现状、面临的难题,分析其原因,并着重从人员配置与
开发、薪酬设计、绩效考核以及培养员工奉献精神几个方面提出如何建立、实行有效的人力资
源开发与管理方案,从而为企业的发展提供强大的人才保障,进而提高企业的市场竞争能力。
建筑业是个大行业,需要有各种各样的专业人才,在知识经济迅速发展的今天,如何开发
和利用这些人力资源已成为建筑企业的第一要务。企业要创造有利于人才成长的良好环境,建
立科学合理的用人机制,将人力资源作为企业的第一资源。可以说,掌握了人力资源,就掌握
了企业发展的持续动力,就保证了企业实力的不断壮大。

励人才等问题进行了深入地论述。并用深圳市鹏程建筑集团公司公司人力资源管理案例,全面
论证了建筑企业的人才结构框架,人力资源配置以及薪酬设计的方法。全文层次清楚,逻辑严
密,结构完整,所涉及的是目前建筑业管理的前沿问题,对加入WTO后我国建筑业如何应对国内
外建筑市场的开放,全面提升与我国建筑企业的竞争力,有一定的参考与借鉴意义。

【Abstract:】In modern management, the management of human resource es a strategic
work of enterprise. If an enterprise has gained enough talents, it would develop lastingly. Based on a
construction enterprise, this paper summarizes the situation of development and management of
human resource and difficult problem faced in the special work character of construction enterprise
and analyzes the reasons. What is more, the paper put forward that how to set up and practice high
efficient development and management of human resource in personnel deploy and development,
salary design, performance appraisal, and the education of the employee to offer the spirit. so as to
provide enough talents and raise petitiveness for the enterprise development.
The construction industry is a big industry, which demands various professional talents, in
today’s developed economy that based on knowledge, how to develop and make use of human
resources has e the first important affair of the construction enterprise. The enterprise needs to
create a good environment that benefits to the growth of talents, needs to establish scientific
mechanism of how to use
