内容摘要
本文在城乡统筹发展理论、移民贫困风险规避理论、利益共享理论的基础上,结
合城乡统筹发展、移民维权和环保意识加强、土地调整日趋困难、和谐社会建设等新
形势,指出了传统的以农业为主的安置模式的缺陷,提出了水库移民安置模式选择的
基本原则,即损失得到充分补偿、收入来源得到恢复、尽可能降低负面影响、生态环
境得到保护、分享水资源开发成果。并分析了长效补偿安置模式、城集镇安置模式、
入股分红安置模式、兼业安置模式等新形势下出现的安置模式的优点和风险。文章最
后以南水北调中线外迁移民安置为例,分析了兼业安置模式的优越性,并对安置过程
中的风险提出了规避措施,即重建移民社会关系网络,恢复移民农业收入来源;开发
人力资源,促进移民就业;促进移民参与,尊重移民意愿;完善后期扶持政策,保障
移民安稳致富。

Abstract
Based on the theory of coordinate development of urban and rural, impoverishment
risk aversion, and benefit-sharing, this paper states the new situation in new situation:the
coordinate development of urban and rural, resettlements’ awareness of right and
environment protection strengthens, land adjustment es increasingly difficult,
harmonious society build. And then analyzes the defects of the traditional agricultural
resettlement mode in the new circumstances .Next the es up with the principles
which must es up with the basic principles for resettlement modes selecting in the
new situation which are: loss should get pensation, sources of e should be
restored, minimize the negative impact, ecological environment should be protected, and
