昆河米轨铁路发展对策研究

摘要

昆河米轨铁路是法国殖民者于 1903 年开工建设,1910 年投入使用的铁路线
路,其轨距只有 1 米,故称为米轨铁路。它是滇南地区重要的铁路交通线,又是
云南与越南和东南亚铁路联运的国际通道,对促进云南经济发展、巩固国防和加
强与东南亚各国的物资交流发挥着十分重要的作用。
根据国务院批准的《中长期铁路网规划》,已将“改建中越通道昆明——河
口段,形成西南进出境国际铁路通道”列入准轨铁路发展规划,要求 2010 年前
建成通车。
基于昆河准轨铁路即将建成,昆河米轨铁路的发展面临新的机遇和挑战,本
文作者在对昆河米轨铁路进行充分调研的基础上,运用 PEST 分析法和 SWOT 分析
法,对昆河米轨铁路所面临的战略环境进行分析和研究,提出了争取实行支线管
理政策、改革货运计划管理方式、建立与市场经济相适应的运价机制、努力实现
快捷运输、大力开发人力资源,盘活国有资产、加强文物保护和大力开发旅游资
源等七个方面的建议,力图为推动昆河米轨铁路今后的发展提供思路。

ADSTRACT

Kunming-hekou 1000m gauge track railway built by France colonize in
1903,begin used in 1910,its gauge have only 1000mm,so call it 1000mm gauge
railway, it is the important railway in south yunnan,and it is the important
international channel through traffic between yunnan, Viet nam and southeast
Asia,contribute to to yunnan economy advance cement national and strengthen
munions between china and south Asia.
Bases railway layout authorized by state department,“rebuild Kunming-hekou
1000m gauge track railway” have been put in,,must be open to traffic before
2010.
Base on Kunming-hekou railway is about to be built,Kunming-hekou 1000m
gauge track railway development is faced with new accident and challenge,author
have made fill research about Kunming-hekou,handle PEST analyse and SWOT
analyse, analyze and study the stratagem circumstance of Kunming-hekou 1000m
gauge track railway, bring forward seven advice and countermeasure of
Kunming-hekou 1000m gauge track railway: try to practice the policy of branch line,
change the manage fashion of freight plan,establish the price ought to market
economy,strength to carry out shortcut transportation,empolder manpow
