上海市临时占用城市道路管理办法.DOC上海市临时占用城市道路管理办法Promulgatedbythepeople,sGovernmentofShanghaiMunicipality(promulgatedbythepeople,sGovernment)19950828(timeofpromulgation)19951001(timeofimplementation)(No.)ofShanghaiMunicipalPeople,sGovernmentMeasuresforthetemporaryadministrationofurbanroadsinShanghaiArticle1(purposeandbasis)Inordertostrengthenthemanagementofthecityroad,ontrol,securityfunctionofCityRoad,accordingtothe^ShanghaiCityRoadandBridgeManagementRegulations^andotherrelevantlawsandregulations,(scopeofapplication),trafficfacilities,telephonebooths,mailboxesandwastebins・Thethirdarticle(managementprinciple)Withoutapproval,upythecityroadconstruction,pile,stand,parkingorengageinotheractivitiesimpedingtraffic・'sgovernment・Fourth(Management)ordancewiththeirrespectivefunctionsandtheprovisionsofthesemeasures・Articlefifth(upationoftheroad)upationofurbeinroadsunderanyofthefollowingcircumstancesshallnotbeapproved:(1)settingupfoodmarkets;(two)inadditiontothespecialcircumstancesstipulatedbytheMunicipalPeople'sgovernment,theestablishmentoffairsortradingpoints;(three)inadditiontospecialcircumstancessuchasconstructionalongtheroadandmunicipalandpublicworks,etc.;(four)setupdedicatedparkingpoints;(five)thebusiness,serviceandotherunitsengageinbusinessactivitiesontheirdoors,onthefrontoronbothsidesoftheroad;(six)othercircumstancesunderwhichlaws,regulationsandtheregulationsoftheMunicipalPeople,upationofroads・Articlesixth(temporaryroadsandsectionsnotapprovedfortemporaryuse)upationofurbanarterialroadsshallnotbeapproved・Inadditiontothespecialcircumstance
